The City of Roswell has taken a significant step to support both economic opportunity and neighborhood quality of life with the adoption of a new Short-Term Rental (STR) ordinance. Officially approved by Mayor and Council as Ordinance No. 2024-05-09, the new regulations went into effect on June 9, 2025, with enforcement beginning January 31, 2026.
This ordinance provides a clear and balanced framework for operating STRs—such as those listed on platforms like Airbnb and VRBO—within Roswell city limits. The goal is to ensure STRs are operated responsibly, maintain neighborhood integrity, and contribute positively to the city’s economy.
“This is about responsible hosting,” said Mayor Kurt Wilson. “Roswell is a city of innovation and opportunity, but also one that values safety and the well-being of its residents. This ordinance reinforces all of those principles.”
Key Provisions of the Ordinance:
- Business Registration through the City’s Finance Department
- Annual Fire Marshal Inspections to ensure properties meet safety standards
- Designation of a Local Agent who is available within two hours in case of emergencies or violations
- Occupancy Limits: Two guests per bedroom, plus two additional guests, with a maximum of 12 guests per unit
- Noise and Parking Compliance, in alignment with existing City ordinances
- Prohibition of On-Site Signage promoting short-term rentals
Importantly, this ordinance does not ban or limit the total number of STRs. Instead, it promotes a model of operation that prioritizes community safety and stability while still allowing property owners to benefit from rental income opportunities.
What Comes Next?
In preparation for enforcement, the City will launch a public education campaign this summer to help STR hosts and residents understand the new requirements and prepare for compliance. This outreach will include:
- Mailed informational materials
- Online resources
- Community meetings
The City anticipates announcing the availability of registration applications by early August 2025.
